The conception of Ile Perseverance came when the Government of Seychelles assessed that Mahe the main island which is home to around 76 000 people roughly 91% of the total population of the country was being exhausted with the availability of land for housing and business needs.

All started in 2002 when a team of experts was formed in the Ministry of Land Use and Habitat to identify the theoretical structure and propose a development plan for the new settlement. As complex as the project would be, it was clearly evident from the start that this will not only be a housing project but a compoundself contained urban community whose character and content are to be distinct in function of defined and agreed objectives . There was the utmost necessity to set up planning criteria and develop a planning methodology which would make the new settlement a socially, economically and environmentally sustainable.

The design of Ile Perseverance is based on a concept of urban village with clusters of low density neighborhoods units formed around open courtyards which are mini centers of social interaction, play ground and recreation.
